कंगोरा(kaMgorA) means curve, round edge,

Literally “already enthusiastic, and when it rains”. Here a lazy/uninterested person is sarcastically called ‘enthusiastic’. Something happens to him that further dampens his spirit to do any action. So now there is no chance that he will act.
